I agree with the action proposed by

Mr. Radford, except that I feel that the higher scale for a Chief Technical Instructor would only be justified if it is essential that the holder should be in possession of one of the qualifications mentioned in Mr. Robison's minute of the 26th July, and not merely because the officer happens to hold such a qualification. In writing to Hong Kong, we should perhaps set out the qualifications as given in Mr. Robison's minute.
